Policy Letter Update – Guidance on the audit scheme for vessels using a Towing Safety Management System (TSMS) option

On August 11, 2022, the U.S. Coast Guard Office of Commercial Vessel Compliance (CG-CVC) announced the new issue, CVC Policy Letter 18-01, CH.2, Guidance on the Audit Scheme for Vessels Using a Towing Safety Management System (TSMS) Option.  CVC Policy Letter 18-01, CH.2 provides additional clarification, policy, and guidance to the Officer in Charge, Marine Inspection (OCMI), Towing Vessel National Center of Expertise (NCOE), Third Party organizations (TPO), and the maritime industry on certain external audit requirements under Title 46, CFR Chapter I, Subchapter M and is valid until January 1, 2024.  This change includes additional guidance on the initial Certificate of Inspection (COI) under the TSMS option and external vessel audits.
