The James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (H.R. 7776) was signed into law on December 23, 2022. This Act delays the implementation of Transportation Worker Identification Credential (TWIC) Reader requirements for covered facilities until at least May 8, 2026 (Section 11804(c)).
This new law will take precedent over the dates that are found in 33 CFR 105.253.
The term “covered facilities” includes facilities that handle Certain Dangerous Cargoes in bulk that:
· Do not transfer from or to a vessel,
· Do not transfer to or from a vessel, or
· Receive these cargoes in bulk but (during the vessel-to-facility interface) do not transfer these either.
