On July 19, 2022, there is a deadline to completely phase-in Subchapter M (46 CFR 136.105) for towing vessel owners and operators. Per this subsection, towing vessel owners and operators are considered responsible for the Certificate of Inspection (COI). The initial certification needs to be scheduled with the local Officer in Charge, Marine Inspection at least three months prior to the desired inspection date. This should be scheduled as soon as possible and no later than April 20, 2022. Coast Guard attendance is required for the initial certification.
