DHS Second Delay of Effective Date for TWIC Reader Requirements

The U.S. Coast Guard (USCG)[1] announced that it will further delay portions of the Transportation Worker Identification Credentials (TWIC) August 2016 final rule requiring owners and operators of certain vessels and facilities regulated by the USCG to conduct electronic inspections of Transportation Worker Identification Credentials as an access control measure.  The TWIC is required by the Maritime Transportation Security Act (MTSA 33 CFR for workers who need access to secure areas of the nation’s maritime facilities and vessels. 

On March 9, 2020, Coast Guard published a final rule delaying the effective date of the 2016 TWIC reader rule for three categories of facilities. The current delay will adjust the effective date of the rule for an additional three (3) years—until May 8, 2026, or later depending on the outcome of the Homeland Security Operational Analysis Center study and consideration of public comments.
