Job Announcement: Director, National Pollution Funds Center

The USCG is currently recruiting for the Senior Executive Service position of Director, National Pollution Funds Center, ES-0340.  The incumbent serves as the principal advisor to the Coast Guard and Environmental Protection Agency (EPA) Response Officials on Title I of the Oil Pollution Act of 1990 (OPA 90) and Oil Spill Liability Trust Fund (OSLTF) uses. In addition, the Director:

  • Manages the multi-billion dollar OSLTF through various means.
  • Provides funds for response to oil spills in navigable waters of the U.S., adjoining shoreline, or exclusive economic zone.
  • Administers claims against the Fund ensuring that payments are equitable, accurate, and timely.
  • Recovers from identified responsible parties the Federal removal costs and damages to be deposited to the Fund.
  • Directs, manages, and administers the Certification of Financial Responsibility program for vessels that transport or carry oil, whether as cargo or fuel, when using waters subject to the jurisdiction of the United States.
